Pipeline, which carries storm water to a holding tank located beyond the Mayo Bridge, may be downtown Richmond’s best kept secret. From the metal catwalk over Pipeline, you can view the namesake Pipeline Rapids, and Bailey’s Island and Devil’s Kitchen Island in the center of the James. Pay attention to water levels when visiting Pipeline. When the water is low, you can see many exposed boulders in the James. When the water is high, the roar of the rapids can make conversation difficult.
